You will serve as a GENERAL ENGINEER in the DEPARTMENT OF THE NAVY/OFFICE OF ASN(RD&A)/DASN RDT&E/DON CHENG of ASN RDA WASHINGTON DC of ASN RDA WASHINGTON DC.
Duties
You will serve as a GENERAL ENGINEER in the Office of the Assistant Secretary of the Navy (Research, Development and Acquisition) (ASN(RD and A)) of ASN RDA WASHINGTON DC.
This position resides in the Department of the Navy’s (DON) Chief Engineer’s (CHENG) Office and you will lead, execute, and manage efforts all matters pertaining to maintaining and advancing the DON system engineering posture.
Establishing engineering standards, policies, and practices the DON are foundational efforts for the position coupled with successfully executing engineering initiatives and projects.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning and executing complex, multi-faceted projects pertaining to the establishment, promulgation, and use of approved engineering systems, processes, policies, and programs.
Experience analyzing problems, conducting research and making appropriate recommendations using originality and sound judgment to resolve engineering issues.
Experience communicating with a high degree of tact and diplomacy when applying technical competence and leadership for overall direction of engineering projects of model-based systems.
Experience managing Contingency, Mobilization Planning, and /or War Reserves Programs using state-of-the-art scientific policy and application of theories for all technical schedule, cost problems during design, development, test/ evaluation, production, and initial logistical support for key program areas.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
