This National Guard Title 5 Excepted Service position is for a Sexual Assault Prevention and Response Specialist (Victim Advocate) - SAPR, Position Description Number T5555P01 and is part of the State Joint Force Headquarters (JFHQ) - DC Armory. -- This is NOT a REMOTE position; the incumbent will report to a Duty Station --

Duties

The position serves as the Joint Force Headquarters (JFHQ)-State Sexual Assault Response Coordinator (Victim Advocate) for the military, civilians, and dependents providing 24/7 in-person and telephonic response. The position is under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA). Aids and advocates for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to JFHQ-State personnel regarding victim of domestic violence and child abuse appropriate responses. Assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. Under guidance and direction of the Director of Psychological Health/ Behavioral Health Officer the incumbent provides direct services to identified families experiencing domestic abuse utilizing an early intervention model designed to stop the abuse, promote healthy family interactions, and reduce incidences of initial and recurrent family maltreatment among military families of more complex cases. Serves on the JFHQ-State sexual assault prevention and response (SAPR) Case Management team and ensures State SAPR is kept abreast of victim's status/case. Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all JFHQ-State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training. Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, child behavior management/developmental strategies, communication and family cohesiveness and sexual assault. Performs other duties as assigned. Note: This is not a comprehensive list of duties and responsibilities for this PD Number T5555P01 as released in FASCLASS.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • Participation in direct deposit is mandatory.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • Must be D-SAACP certified

Qualifications

Area II- Current competitive or excepted Federal employees; Priority Placement and Veterans preference will be cleared. To qualify you must have appropriate experiences that demonstrate you have acquired knowledge in one or more of the behavioral and/ or social sciences equivalent to a major in the field. Please note that candidates' experience will also be evaluated based on duties performed rather than strictly on length of time. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of this position. SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the Federal service in the normal line of progression for the occupation, Sexual Assault Prevention and Response -Victim Advocate Specialist. Or, Two (2) years of equivalent specialized experience in the Private or Public Sector in the occupation-duty of Sexual Assault Prevention/ Response, Victim Advocate and/ or Social Work. Or, Substitution of Education for Specialized Experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER REQUIREMENTS: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. The position is required to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. The position is required to obtain the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and to maintain this certification through meeting annual continuing education training requirements. Must possess a Secret Security clearance or be able to obtain one within one year of appointment. Applicant must have their D-SAACP Credentials Please be advised: 1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet the specialized experience listed. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required aas part of the "Specialized Experience", you must include transcripts.

Education

A Degree that included at least 24 semester hours of course work in the behavioral or social sciences, or in related disciplines.

Or

Combination of education and experience that provided with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work.

Or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  • Substitution of Education for Specialized Experience is allowed: Education may be substituted for specialized experience with a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position (you must attach a copy of your official transcripts).
