This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will monitor the contractors, quality control and inspection program for assigned construction projects.
Duties
Reviews project plans and specifications prior to and during the construction period.
Consults with advisors, contractor's, subcontractor's key personnel on problems relating to construction and installation of equipment.
Acts as technical advisor for assigned projects.
Reviews technical data and furnishes information for progress reports.
Investigates need for contract change orders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be subject to temporary duty travel (TDY) of up to 25% of the time.
- Incumbent may be required to wear appropriate Personal Protective Equipment (PPE) as appropriate for construction site visits.
- Position requires the use of a motor vehicle so the applicant must possess and maintain a state issued driver’s license.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Provides technical review of project plans and specifications to determine bid-ability, constructability, site compatibility and anticipated problems; (2) Oversees work areas to ensure adherence to safety programs; (3) Evaluates contract change orders and cost estimates prepared by others; and (4) Negotiates cost of labor, materials, equipment and overhead at issue with contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
