This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Construction Control Representative, incumbent is responsible for monitoring the contractors and quality control and inspection program for assigned construction projects. Prepares Quality Assurance Reports for assigned projects.
Duties
Monitor construction progress to completion; verify construction and installation is in accordance with good engineering and construction practice.
Inspect work areas to ensure contractor compliance with agency Safety Requirements and Accident Prevention Plan.
Perform contract quality assurance; monitor contractor inspection program.
Review construction project plans and specifications to meet predetermined project milestones.
Analyze work site, field measurements to recommend construction change orders; formulate draft construction change orders and independent Government Estimates.
Provide advice on engineering and construction projects.
Correspond with engineer agency, occupants, and contractor personnel to coordinate significant events, inspections, etc.
Review incident reports with contractors; advise contractor operating procedures to avoid incident reporting and claims.
Issue daily project reports with construction issues and corrective actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the use of a motor vehicle so the applicant must possess and maintain a state issued driver’s license.
- Incumbent may be required to wear appropriate Personal Protective Equipment (PPE) as appropriate for construction site visits. PPE may include, hard hat, safety glasses, safety boots, fall protection, and/or respirator with protective clothing.
- Incumbent maybe subject to temporary duty travel (TDY) up to 25% of the time.
Qualifications
This is a Term appointment not to exceed 13 months, with provisions to extend in one year increments, up to a maximum of 8 years. Using this Direct Hire Authority, there is no option for conversion to a permanent position at the end of the term appointment. A term appointment is a non-status appointment to a position in the competitive service for a specified period exceeding one year and lasting not more than six years, with a possibility for extension to eight years.

Specialized Experience One year of specialized experience at the GS-10 level or equivalent which includes: (1) Performing contract administrative functions with responsibility for quality assurance; (2) Interpreting contract plans and specifications to determine contract requirements are met, (3) Preparing daily Quality Assurance reports, and (4) Reviews the contractor's safety plan. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
