Duties

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Quality and Information Services. The employee serves as Human Resources Specialist (Information Systems) providing oversight, advisory, program development, and support in this area. VA offers a comprehensive total rewards package: HR Specialist Total Rewards Major Duties: Serves as the technical authority and senior specialist on the design, implementation, and operation of the HR automated data systems (HR Tracker, HRSmart, ProClarity, SharePoint, and other related automated systems and programs) to a large, complex, and dynamic organization. Such work is accomplished in an environment that presents personnel related problems and issues of more than average difficulty in an environment that requires intense and frequent interface with the automated processes. Provides advice and guidance to the Directors/supervisors within the organization, to staff members, and HR specialists in the operation, continual maintenance, and use of automated systems and regarding capabilities available within the systems to assist them in management responsibilities. Interprets requirements and changes as they impact HR policies and procedures and prepares appropriate guidance to the staff. Based on in-depth knowledge of HR programs, principles, and underlying objectives, identifies areas that could be improved through automation of processes, while determining the most appropriate type of automated system and format and develops processes and/or instructions for use. Analyzes statistical data related to HR management or programs to identify trends or workforce characteristics that may warrant program changes and/or enhancements. Position Description/PD#: HR Specialist (Information Systems)/PD70013A and PD70012A Travel Required: Occasional travel may be required as needed for this position. Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs. Compressed/Flexible: As determined by the Agency Policy Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Work requires average agility and dexterity Working Conditions: The work area is adequately lighted, heated and ventilated and in an office environment with no special risks or discomforts that would require special safety precautions. Promotion Potential: The full performance grade level is the GS-12. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11 position you must have served 52 weeks at the GS-09. For the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: identifying, evaluating, and recommending to management appropriate human resources interventions to resolve interrelated HR problems and issues related to information sharing, data gathering, and automated HR systems. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: applying a wide range of human resources concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive human resources management advisory/technical service regarding the design, implementation, and operation of the human resource (HR) automated data systems. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience with a wide range of human resources concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive human resources advisory/technical service regarding the functionality and use of HR automated data systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
