This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Registered Respiratory Therapist (RRT) provides comprehensive care for patients who have Sleep Disordered Breathing Diagnosis and other Pulmonary Diagnosis requiring CPAP/BPAP/AVAP therapy. The Registered Respiratory Therapist works in the CPAP Clinic. Duties include but are not limited to: Provide instruction to patients regarding their prescribed CPAP, BPAP, AVAP units. Provides technical assistance over the telephone to CPAP, BPAP, AVAP patients. Place prosthetic orders for various needs, i.e. replacement CPAP, BPAP, AVAP units Actively problem-solves issues encountered by patients on CPAP, BPAP, AVAP units, i.e. Pressure leak issues, mask comfort, recurring symptoms, pressure comfort, etc. Demonstrates the knowledge and skills necessary to recognize and provide age specific care. Utilizes effective communication and interpersonal relationship skills when interacting with other members of the health care team or patients. Displays courteous and conscientious behavior when working with staff and patients. Communicates with the Sleep Clinic, Home 02 technicians, Sleep Clinic physicians, Pulmonologists, Primary Care Physicians, etc. regarding the management of the treatment needs of difficult prescriptions or difficult patients. Actively participates in educational programs and staff meetings that are scheduled by the department. Maintains a clean work space. Demonstrate safety issues on CPAP, BPAP, AVAP units. Follow up with patients, assess for compliance, triage for Sleep Clinic Physicians (Patients diagnosed with Sleep Disordered Breathing and prescribed a CPAP, BPAP, or AVAP unit can do well with regular PAP Clinic appointment visits, those patients having difficulty with compliance or mask issues or recurring symptoms despite compliance should be assessed by the Sleep Clinic Physicians.) Accepts or schedules a future appointment date for walk-in patients in a courteous and conscientious manner specific to the need of the patient and time constraints on the clinic. Place Prosthetics Orders for masks, tubing, and filters as needed. Provides ideas, suggestions for improved PAP Clinic practices. Promotes, ensures, and improves customer service to internal/external customers by demonstrating skills which are consistent with the organization's philosophy of providing extraordinary customer relations and quality service. Work Schedule: Monday - Friday 6:00pm - 6:00am including weekends, subject to change based on the needs of the facility. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Applicant must have successfully completed a respiratory care program accredited by the a CoARC or its successor. Licensure: Applicant appointed or reassigned must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential: Applicant appointed or reassigned must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. Exception: RT positions will be designated only to individuals who are in the process of obtaining credentials to become an RRT, These individuals will only be hired on a temporary appointment as provided below. (a) VHA may waive the RRT credential requirement for persons who are otherwise qualified and pending completion of prerequisites for RRT credential. Individuals who have successfully completed a respiratory care program accredited by the CoARC or its successor, acquired the CRT credential, are fully licensed by their state and are working toward completion of their RRT credential may be given a temporary appointment as an RT. The temporary appointment is made under the authority of 38 U.S.C. 7401(a)(1)(B) for a period not to exceed one year from date of employment. Candidates must hold an active, current, full and unrestricted RRT credential and b be licensed to hold a position at or above the GS-07 level. (b) RTs may only be temporarily appointed at the GS-05 level and may not be promoted/converted to a higher-level position as an RRT until the RRT credential is received. (c) RTs must provide care only under the close supervision of an RRT. (d) Temporary RT appointments may not be extended beyond one year or converted to a new temporary appointment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. (KSAs must be clearly reflected in resume under description of duties in order to be found qualified for this position/grade level). Respiratory Therapist, GS5: Experience: None beyond the basic requirements. Education and Licensure: This level assignment is designated as a temporary under paragraph 4d(1) for applicants who have successfully completed a respiratory care program accredited by the CoARC or its successor, acquired the CRT credential, licensed by their state and are working towards obtaining RRT credential Registered Respiratory Therapist, GS-7: Experience, Education, Licensure and Registration: In addition to the basic requirement above, applicants must demonstrate all of the following KSAs: Ability to perform therapeutic modalities related to respiratory care Skill in analyzing physiological specimens obtained to include arterial blood gases, pulse oximetry, End tidal Co2 (ETCo2) monitoring, basic spirometry and other basic diagnostic procedures Ability to collaboratively consult with physicians and other healthcare professionals for respiratory care to help provide favorable patient outcomes Skill in assessing oxygenation and ventilation Ability to perform basic airway management to include artificial airways and mechanical ventilation Registered Respiratory Therapist, GS-9: Experience or Education, Licensure and Credential: Applicant must have: (1) One year of creditable experiencer equivalent to the GS-07 grade level demonstrating the clinical competencies described at that level OR (2) A Master of Science degree in respiratory are AND a license AND as RRT credential Demonstrated Knowledge, Skills, and Abilities: In addition to the requirements above, applicants must demonstrate all the following KSAs: Skill in performing therapeutic modalities related to respiratory care Ability to collaboratively consult with physicians and other healthcare professionals to help provide favorable patient outcomes Skill in assessing oxygenation and ventilation Ability to perform airway management to include artificial airways and mechanical ventilation Registered Respiratory Therapist; GS-11: Experience, Licensure, and Credential. Applicants must have: (1) One year of creditable experience equivalent to the GS-9 grade level demonstrating the clinical competencies described at that level. (2) Hold an active license and RRT credential Demonstrated Knowledge, Skills, and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: Ability to collaboratively consult with physicians and other healthcare professional for complex respiratory care to develop care plans to provide favorable patient outcomes Skill in evaluating the efficacies of therapeutic modalities Skill in preforming advanced airway and ventilation management Preferred Experience: Two years RRT experience Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/. The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-5 to GS-11.
