This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include, but not limited to: The incumbent will be multidisciplinary and include serving as a liaison between clinicians, patients in need of therapy with home oxygen, Prosthetic Service, and the oxygen vendor to facilitate the efficient delivery of a variety of types of home oxygen delivery systems to outpatients with respiratory disorders. The incumbent may lead projects developing new policies, procedures or protocols related to home oxygen therapy. The incumbent must be an experienced, clinically competent Registered Respiratory Therapist, that possesses program management skills with a responsibility for assuring proper documentation and compliance with all regulatory requirements. Conducts all phases of service delivery, program resources and management, performs analytical studies and interpret results to improve operations. Coordinates daily operations, develops, and maintains policies and procedures related to home oxygen therapy for program operation and prepares reports and statistics for facility and Veterans Integrated Service Network use. Conduct a variety of audits, including clinical practice audits to evaluate operations and productivity and to ensure appropriate documentation of therapy, procedure, clinical outcomes and patient safety. Maintains a computerized database on all patients with respiratory disorders who require home oxygen, including relevant demographic data, diagnoses, pertinent historical data, current prescriptions, and proper equipment and annual patient prescription renewals. Participates in multi-departmental reviews of home oxygen patients. Facilitates/supervises the day-to-day operations of the Home Oxygen services by planning work schedules and the sequence of operations, and recommends and implements changes in organization or work assignments to improve work, services, job satisfaction, etc. Oversees the oxygen evaluation process performed by clinical staff at CBOC locations in regards to scheduling of home oxygen patients in accordance to the return to clinic orders placed by home oxygen coordinator, ensures correct and adequate information is obtained and documented and offers ongoing support to clinical staff regarding home oxygen evaluations and oxygen therapy. Provide telephone and/or in-person support for questions and concerns related to the care, maintenance and effectiveness of equipment provided to patients through the Home Oxygen program. Serves as a critical member of the Home Oxygen Committee and assures Home Oxygen meetings/scheduled minutes are recorded and disseminated to all committee members and leadership in a timely manner. Communicates the philosophy, aims and policies of hospital administration to the patients and their families, other hospital personnel and team members. Maintains rapport with other departments to improve the quality of patient care. Assumes responsibility for professional growth through continuing education and participation in professional organizations. Safely and effectively uses equipment required for patient care using hospital policies and procedures, including appropriate cleaning and disinfection of reusable medical equipment in accordance with manufacturer's guidelines. The incumbent works with little or no instruction regarding the technical work that is to be accomplished. The therapist independently makes recommendations to the physician regarding alternatives or modifications to treatment. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. The Home Oxygen Clinical Coordinator is a Registered Respiratory Therapist with full responsibility for the administrative and quality assurance activities, day to day operation and oversight of the Home Oxygen clinic and reports directly to the Cardio-Respiratory Supervisor. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor. Licensure: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Requirements: Experience, Licensure and Credential. Candidates must: Have one year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level. Hold an active license and RRT credential. The following certifications are desirable but not required: CPFT, RPFT OR RPSGT Knowledge, Skills and Abilities (KSAs) - In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Ability to develop policies and guidelines regarding new and emerging procedures. Ability to implement policies and guidelines regarding new and emerging procedures. Ability to maintain policies and guidelines regarding new and emerging procedures. Ability to make recommendations regarding new and emerging procedures. Ability to perform complex analytical studies of patient care. Ability to interpret results to coordinate the management and evaluation of patient care. Ability to coordinate the work of subordinate staff. Ability to manage all aspects of a complex patient care program including day-to-day operation, training program resources and fiscal management. Preferred Experience: Minimum 2 year Home Oxygen Coordinator experience. References: VA Handbook 5005/141, APPENDIX G11 The full performance level of this vacancy is GS-12. Physical Requirements: May require standing, lifting, carrying, sitting, stooping, bending, pulling, and pushing. May be required to wear personal protective equipment.
