THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EQUIPMENT SPECIALIST, Position Description Number D1257000 and is part of the PA Surface Maintenance Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As an EQUIPMENT SPECIALIST, GS-1670-09, you will serve as a recognized authority on the repair and operation of various types of ARNG equipment. Provide advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Prepare and conduct both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Evaluate directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Review the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Review and evaluate information in technical reports, logistical studies, supply data systems, and observations/inspections of maintenance organizations. Research material pertaining to maintenance and maintenance management. Perform hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance. Perform other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the State Surface Maintenance Office (This includes SASMO) Military Grades: WARRANT OFFICER: WO1-CW3 ENLISTED: E1-E9 Supervisor for this position is CW3 Hare GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blueprints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months experience, education or training which provided knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment. Experience developing, installing, inspecting or revising equipment maintenance programs and techniques. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
