This position is part of the U.S. International Development Finance Corporation (DFC), Office of Health and Agribusiness. As a Project Finance Specialist you will serve as a senior investment officer managing the most complex, sensitive, or precedent-setting finance projects providing funding primarily through direct loans and loan guarantees that have a Climate link in the sectors of health, agribusiness, and natural climate solutions.
Duties
Conducts in-depth analyses of new loan, guarantee, or other financing proposals that have a Climate link within the health, agribusiness, and natural climate solutions sectors to determine their financial, technical, economic, legal, marketing, impact, and political feasibility.
Negotiates with key interested parties on DFC loan/guarantee/financing terms, including pricing and fees, collateral and other forms of security, completion support, and policy requirements.
Coordinates project financial plans and co-creditor arrangements with other creditors, such as development finance institutions, Export-Import Bank, commercial or investment banking institutions, and other private sector lenders.
Obtains and coordinates information through field visits, correspondence with officials of the host country, private firm representatives, U.S. AID and Embassy personnel, regulatory bodies, and other sources needed to analyze applications for DFC financing.
Prepares recommendations and required papers and correspondence, as well as reviews and comments on contracts, obtains appropriate agency clearances and obtains investor's signature and fee. Presents financing proposals to the various approving officers and committees.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:
1) performing in-depth analyses of project financings and/or corporate financings of international investments in emerging markets to include the viability of the business model, and the market opportunity;
2) negotiation of credit terms and agreements with counter-parties; AND
3) analysis of credit risks of borrower and/or investee including financial conditions and track record of sponsors, management and other project parties.;
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
