This position is located at Departmental Offices, Office of D.C. Pensions. As an Assistant Director, Benefits Administration, you will report to the Director, Office of D.C. Pensions, and supervise staff responsible for benefits administration. The incumbent will be responsible for providing management, operations, and oversight activities.
Duties
As an Assistant Director, Benefits Administration, you will:
Provide expert technical and operational advice to the Director, staff and senior officials of the Department of the Treasury and the D.C. government on all aspects of benefits administration of the D.C. Pensions Program.
Develop policies, manage operational activities, and provide oversight in the following areas: calculation of benefits, payments to annuitants, benefit appeal cases, litigation cases, memorandums of understanding, quality review of benefit calculations, service level agreements with service providers, legislative proposals, debt management, split benefit reconciliation, annual audits, and the annual report.
Perform the full range of supervisory responsibilities for benefit administration staff and developmental positions.
Provide oversight of District benefit administration operations and collaborate with the District to assist in the delivery of timely and accurate benefit payments to annuitants.
Serve as the District of Columbia Judge's Retirement Plan benefit plan administrator.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Overseeing retirement benefit processing through annuitant payment while coordinating with external service providers; AND
Advising on the development and maintenance of an automated retirement benefit system; AND
Directing a staff responsible for processing retirement benefits; AND
Interpreting laws, regulations, and plan provisions, including researching historical legislation which governs the retirement plans.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
