This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a IT Cybersecurity Specialist (CYBERMGT), you will be serve as the technical expert supporting the mission of the Cyber Pursuit Branch in IN-49, Cyber Special Programs.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-14, Information Technology Specialist, you will:
Manage cybersecurity concepts in information and operational technology environments (IT/OT).
Advise on safety precautions and recommendations during mission planning or execution.
Manage fundamental intelligence techniques to cybersecurity activities, ensuring mission activities are intelligence informed and analysis is conducted with proper trade-craft.
Evaluate in managing in-house technology and assets used in threat pursuit and data analysis activities.

- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
- This position is not included in a Bargaining Unit.
Qualifications
BASIC REQUIREMENT:
Individuals must have IT-related experience demonstrating each of the four competencies listed below

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above, individuals must meet the specialized experience listed below
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Offering insights into emerging threats through both classified and unclassified reports.
Determining cybersecurity tools and methods to address threats to information and operational technology networks.
Ensuring proper infrastructure is available, identify and obtain required upgrades, and implement best practices to guarantee IT security.
