This position is outside the bargaining unit.
TERM NTE 4 years, May be extended to a total of no more than 8 years.
Duties
The Division of Innovation and Engineering Services serves as the test bed for implementing new and innovative technology before they enter the DOL technology ecosystem. This position serves as the Division Director overseeing and directing the Emerging Technology Branch, Advanced Engineering Branch and mobile application and electronic records management services.
Major duties for this position include, but are not limited to:
Directs OCIO's innovation program focused on leveraging new and emerging technologies to advance mission work. Areas of focus include directing staff to analyze, pilot and implement artificial intelligence (AI), robotic process automation, and other new or novel technologies.
Directs staff to establish key performance indicators to determine the value and impact of new technologies to DOL's mission and OCIO's enterprise IT strategy.
Leads, coordinates, communicates, integrates, and is accountable for the overall success of the assigned program(s), ensuring alignment with critical priorities.
Identifies key/critical technical functions and performance goals for the organization that demonstrate an improvement in performance (timeliness, quantity, quality customer service).
Manages a program to support internal and external clients and customers.
Manages program areas that include human resources, procurement, contract management, information management, space management, and other administrative support functions and activities.
Represents OCIO on sensitive and potentially controversial matters involving internal and external stakeholders.
Manages, leads, or participates in special projects and initiatives.
Responsible for the direct technical and administrative supervision of staff to carry out the mission of the organization. May oversee significant contract staff and determine acceptability, rejection, or correction of contractor work.
Plans work to be accomplished by subordinates. Makes assignments based on capability and expertise.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Appointment to this position may require a background investigation.
- Requires a probationary period if the requirement has not been met.
- Requires a supervisory probationary period if the requirement has not been met.

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes:
1. Experience planning and implementing the IT initiatives for the development and management of plans and systems.
2. Experience establishing performance metrics and improvement programs.
3. Experience implementing business intelligence and advanced analytics at an enterprise level across multiple business units.
Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
