This position is part of the Department of Energy (DOE), Office of Intelligence and Counterintelligence. As an Information Technology Specialist supporting the DOE Counterintelligence (CI) mission, you will provide information technology (IT) expertise to DOE CI mission activities, including investigations, awareness, analysis, insider threat, cyber forensics, and more benefitting DOE elements at headquarters, field offices, and the national laboratories.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a full performance GS-14, Information Technology Specialist, you will: Serve as a Cyber Counterintelligence Officer (CCIO), responsible for delivering cyber expertise to national security matters thwarting foreign intelligence activities directed against the mission, people, and information of Department of Energy (DOE). Conduct and support national security investigation, analysis, awareness, collection, and insider threat activities and programs to protect and support the missions of DOE laboratories and field sites. Work with supported site Chief Information Officers and their staff to integrate Counterintelligence (CI) into their mission activities and work environments. Develop liaison contacts within the U.S. Intelligence Community (USIC) and represent the Department on USIC-wide cyber CI investigations and task forces.

Requirements

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

BASIC REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above, individuals must meet the specialized experience listed below: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Conducting national security counterintelligence (CI) investigation, CI cyber analysis, CI awareness, CI collection, or insider threat activities related to national security matters. Conducting technical cyber CI activities following US Intelligence Community (USIC) policy and standards, including documentation of those activities. Providing written and oral presentations to convey ideas, facts, conclusions, estimates, or projections relating to CI matters to senior executives, managers, or workers with varying levels of CI awareness as well as to USIC counterparts. Providing technical guidance and recommendations to cybersecurity stakeholders to help protect their IT systems from foreign intelligence exploitation. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
