This position is located within the Rural Development (RD) Mission Area, Rural Housing Service (RHS) agency, Office of the Deputy Administrator for Community Programs, Washington, DC, and serves to support the Deputy Administrator in the responsibility for administering the community facilities program in the Rural Development program mission.
This position is neither remote/virtual. You will be expected to report in person to the assigned duty location.
Duties
Responsible for overall administration of community programs loans and other assigned loan and grant programs, including policy development, fund distribution, and processing.
Assures the review of legislation, executive orders, and other regulations to ascertain the implication of proposed provisions of community program operations.
Represents and speaks for the Deputy Administrator and RHS Administrator on policy matters and operating problems relating to community programs.
Performs a full range of supervisory functions.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: : Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal
For GS-15 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14 grade level; or its non-Federal equivalent that demonstrates: Ability to provide leadership and oversight in the planning, development, implementation, and evaluation of a nationwide program to ensure that comprehensive and sound management is provided and that maximum program
benefits are derived; ability to develop and implement operating plans for new initiatives; leadership and supervisory experience, including experience collaborating with senior managers and staff to ensure consistency and quality of policies, practices, and service levels for community loan and grant programs; oral presentation skills and experience communicating with senior level management, Congressional offices, industry professionals, and general public on a variety of commercial banking and lending topics.
There is no substitution of education for experience at the GS-15 level.
