This position is located with the Bureau of Indian Affairs, San Carlos Irrigation Project in Coolidge, Arizona.
The Supervisory Electrical Engineer (Engineering Services Manager) has oversight and ensures the System Engineering and Engineering Support Group are in compliance with applicable written statutes and policies, regulations, Executive Orders, Indian Affairs manuals, operations procedures, safety codes, and Utility industry standards.
Duties
Performs Supervisory Duties. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities.
Responsible for the on-the-job safety and health of all employees supervised. Ensures that a
comprehensive job hazard analysis is completed and a risk management process is implemented.
Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Serves as an advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.

Qualifications
GS-13 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service.
Specialized experience is defined as: exhibiting a thorough knowledge of the organization, mission, and objectives of BIA in order to carry out the management functions as a Superintendent; and supervising and monitoring employees in their performance of assigned or delegated tasks.

Education
This position does not have a education requirement; however, if you are using education or training to support meeting the qualifications or other requirements for this position, you must submit proof of education or training.
Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
