About the Position: Serves as Program and Management Analyst for the Operations Division. Performs a wide variety of financial, analytical and administrative functions and provides recommendations in the planning, implementation, execution, evaluation, and review for of current and multi-out-year budget/program cycles. Serves as technical Team Lead for the Operations Division Budget Analysts that assist in the management of 7 separate business lines.
Duties
Works organizations/resource providers and technical specialists to develop budget estimates and recommend changes on submitted estimates for reasonableness of costs and expenses, based on previous cost experience.
Provides recommendations regarding rules and regulations on proper appropriation, business function, and cost categories to ensure multi-year budget/program cycles, work plans, and execution plans will be consistent and feasible for execution.
Serves as the primary technical POC for Requirements Based Budgeting (RBB) for Operations and Maintenance (O and M) funded programs and day-to-day funding efforts for Operations Division (OD).
Develops guidance, standards, procedures, and staff training for three separate and on-going budget/program cycles.
Provides analysis and recommendations on trends, forecasts, and actuals to best determine adjustments and modifications to O and M programs throughout the fiscal year
Reviews databases, runs analysis of programmatic/actual reports, interprets differences, verifies against other financial information to ensure proper standards, regulations and policies are applied in data used in baseline budgeting efforts
Acts as the Team Lead for the Operations Division Community of Practice (CoP) for Budget Analysis that supports the Operations Division and other district personnel.
Solves controversial and non-technical matters in the Division relating to routine O and M funding and items that affect other organizations across the District.

For the GS-11: Specialized Experience: One year of specialized experience which includes assisting in the forecasting and budget formulation for future years AND analyzing and tracking budget execution for current year.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12: Specialized Experience: One year of specialized experience which includes budget and/or program management work that included data analysis; forecasts and projections; and developing financial plans for current and future years. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
