This position is located in the Office of the Assistant Secretary, Bureau of Educational and Cultural Affairs (ECA), Department of State (DoS). The incumbent serves as an authoritative advisor to senior ECA management on issues regarding political and institutional processes, Congressional activities, and current and proposed educational and cultural exchange policies, programs, and funding.    

Duties

Initiates contacts with key Congressional staff and Members in connection with, or in response to, sensitive and critical matters and issues related to international cultural and academic exchange under consideration by both the U.S. Government. Monitors and reports on all activities related to ECA programs and funding under consideration by both Congress and other relevant entities and government agencies. Represents ECA and/or the Department with delegated authority to commit to actions and funding in legislative strategy, interagency and working groups with USG, foreign government, and private sector partners and stakeholder organizations. Clears legislative strategy and policy papers, guidance, talking points, press releases, and other material related to these interagency groups. Leads/participates in senior level departmental, USG, and international meetings and conferences. Provides program oversight, setting priorities and establishing schedules for work completion. Assigns work based on priorities, requirements of assignments, and capabilities of program staff. Crafts integrated, data-driven, outcome-oriented engagement campaigns designed to advance U.S. foreign policy priorities regarding international exchanges. Engages with policy stakeholders to ensure that campaigns align with their policy objectives.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience establishing and maintaining relationships with Congressional staff and Members in connection with, or in response to, sensitive and critical matters related to issues under consideration by Congress. Experience monitoring and reporting on all activities related to an organization's programs and funding legislation as it is considered by the budget, authorizing, and appropriations committees in the U.S. Senate and House of Representatives. Experience drafting decision and implementation proposals for executive and senior level managers. Experience evaluating a wide variety of sources (e.g. issues assessments, white papers, pending legislation, etc.) and identifying and recommending ways to resolve conflicting objectives, goals and strategies. There is no substitute of education for specialized experience for the GS-15 position.
