The primary purpose of this position is to serve as the labor relations and Equal Opportunity consultant to the organizational commander/director and deputy and to analyze, evaluate, implement and make recommendations related to a wide range of managerial problems. Represents the organizations forums related to labor issues and conducting managerial labor studies.

Duties

Manages the organizational labor program for the organizational commander/director and deputy. Represents the organization in forums, hearings, and meetings to resolve or implement labor programs and issues. Identifies areas requiring special studies and audits. Prepares replies to complaints by addressing together issues, fully disclosing the deposition of the problem fand correctly identifying a more appropriate avenue for resolution.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120-days of the closing date of the announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120-days of the closing of this announcement, at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-II (or higher) pay band GS-11 (or higher) grade level, or equivalent in other pay systems. Examples of specialized experience includes: analyzes statistical information about workload and working conditions to identify and analyze compliance issues; qualitative and quantitative methods and analytical techniques for the measurement, assessment, and validation of milestones; maintains program records to provide background for policy and program decisions; instructs all level of managers and supervisors on the contents and intent of negotiated labor agreements; advises management on program effectiveness in meeting established goals; communicates decisions and policy changes to organization management; conducts timely follow-up on required actions to ensure compliance; develops and continually maintains an accurate and reliable database to ensure that study/audit findings and implementation plans are categorized and available to resolves any discrepancies identified within the program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support. Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. Knowledge of labor relations practices and policies in administering negotiated agreements and the ability to meet and deal with customers, using a high degree of tact and diplomacy. Ability to plan, organize, develop and/or oversee studies or projects. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analyses; devise recommended solutions; and present the findings in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both verbally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
