About the Position: This position is to serve as a forensic computer/digital examination subject matter expert. The employee is assigned to the U.S. Army Criminal Investigation Laboratory (USACIL), an organization responsible for providing forensic laboratory support to all of the U.S. Department of Defense (DoD), criminal investigation organizations, and legal agencies, as well as other federal and non-federal agencies.
Duties
Receives, inventories, and signs for physical evidence (weighing up to 40 pounds) and maintains integrity of submitted evidence.
Document, photograph, examine evidence and render accurate, expert opinion on the full range of digital and multimedia science problems.
Completes and maintains evidence accountability documents. Marks evidence for future identification. Personally responsible for the accountability and condition of the evidence in custody.
Reviews laboratory examination requests and confirms the type of examinations needed.
Determines whether any examinations in addition to those requested are appropriate to fully exploit the probative value of the evidence.
Documents and conducts examinations of evidence and uses specialized visual and computer-based techniques, equipment, and complex media analysis systems to recover data-based information not accessible using conventional search methods.
Travels to legal proceedings and testifies as an expert witness on cases examined. Defends analytical examination approach employed in forensic examinations against rigorous cross examination. Advises trial attorneys in case preparation.
Trains other laboratory personnel and DoD investigative personnel in basic and advanced digital forensic examination techniques needed to recover digital multimedia evidence and to document evidence using 3D scanning at crime scenes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and pass a pre-employment physical.
- Must obtain and maintain a valid state driver’s license and government driver’s license.
- Heavy Lifting (in excess of 40 lbs.) is required.
- TDY travel in excess of 15% may be required.
- Secret Security Clearance is required.
- May be required to work overtime and other than normal duty hours.
- Must participate in DNA profiling database within the USACIL.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

Basic Requirement for Physical Scientist 1301:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Data Scientist 1560:
A. Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.
GS-11 Specialized Experience: One year of specialized experience which includes assisting in digital and multimedia examinations of various forms of media. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: digital and multimedia, data science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes participating in digital and multimedia examinations of various forms of media. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-13 Specialized Experience: One year of specialized experience which includes conducting digital and multimedia examinations of various forms of media. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
