About the Position: Incumbent serves as the technical lead and advisor for USACIL-DE functions and operations. Oversees the technical operations of the digital evidence disciplines, in conjunction with the D2E Chief. Functions as an authoritative consultant to the D2E Chief, and as a technical expert for advising DE examiners.

Duties

Provides and facilitates technical advisory and support to DE examiners. Provides oversight, to include review and approval authority, of protocol development and revision, training, quality assurance, safety, and proficiency testing. Reviews, and maintains documentation of all validations, audits, and accreditation processes. Reviews all documentation pertaining to forensic examination supplies and equipment. Approves and documents any variations in the published DE protocols and procedures. Evaluates and approves all analytical methods used by the DE examiners for carrying out casework in accordance with DoD, Department of the Army (DA), and U.S. Army Criminal Investigation Division (USACID) directives. Researches and keeps abreast of scientific developments in the field of forensic science and related fields through literature searches, participation in scientific meetings, and contacts with other research personnel in the scientific community. Interprets literature pertaining to crime laboratory analytical methods for the most current techniques and trends and attends seminars, courses, and professional meetings. Carrying out casework in accordance with DoD, Department of the Army (DA), and U.S. Army Criminal Investigation Division (USACID) directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to lift evidence and equipment that weighs up to 70 pounds.
  • This position requires extended temporary duty travel (TDY) and deployment to contingency or humanitarian relief areas, worldwide, in support of the mission of USACIL up to 25% of the time.
  • This position requires the incumbent to participate in DNA profiling database within the U.S. Army Criminal Investigation Laboratory.
  • Secret Clearance is required.
  • Must obtain and pass a pre-employment physical.
  • Position is subject to Lautenberg/Domestic Violence Misdemeanor Amendment covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense.
  • Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing as a condition of employment.

Additional information about transcripts is in this document. Basic Requirement for: Physical Scientist (Digital Evidence Technical Expert): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-14: Specialized Experience: One year of specialized experience which includes conducting independent forensic examinations and analysis of Digital Evidence (DE) to include Audio/Video (AV), Computer Forensics (CF), and/or Digital Imaging (DI) and utilizing specialized techniques to recover data-based information. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
