You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION of MARINE CORPS BASE.

Duties

You will track receipts of materials or services and resolves any payment discrepancies on assigned contracts. You will use negotiation techniques and technical requirements to procure complex or diversified supplies, services, construction or research and development. You will review contract files to reconcile funding, receiving reports and payment documents. You will monitor contract performance, prepare modifications, and determine the necessary course of action to resolve issues impacting contract performance. You will develop solicitations with appropriate clauses with well-defined statements of work and award factors. You will review proposed contractual actions for conformance with regulatory requirements and user requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field 1102 Level 02. If you are not certified you must achieve certification within 24 months of appointment.
  • This is a bargaining unit position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: responsible for pre-award, post award, administration and closeout of a variety of contracts and acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts. Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

Additional Requirements: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience as follows:

Have successfully completed one full year of graduate level education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Have successfully completed one full year of law school.

OR

Have successfully completed a bachelor's degree with superior academic achievement.
