Duties

You will begin all responsibility statements with 'You will'; each field should have no more than one sentence; list the responsibilities in a logical order; and avoid using federal or military jargon. 250 Characters. You will serve as one of several contract specialists responsible for pre-award, post award, administration and closeout of a variety of contracts. You will review and perform the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt, to award, administration, and close out. You will ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for the purchase request. You will plan the procurement action with customers, legal, and contracting and schedule fact finding meetings with customers to discuss and explain requirements and solicit information to develop acceptable specifications or statements of work. You will coordinate with requesting officials on contractor's requests for waivers or deviations from contract terms and negotiate contract settlements You will review completed official contract files to determine that all contractual actions are satisfied, that there are no pending administrative actions to be resolved, that all file documents are present and signed. You will verify that the supplies or services have been received and accepted in WAWF by the requisitioning activity and the invoice agrees in every aspect with the contract.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of one experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviews the procurement action to ensure its completeness, evaluates offers received in response to solicitations based on technical qualifications of the contractors, issues delivery orders as provided in requirements contracts, blanket purchase agreements or basic ordering agreements, verifies delivery and receipt and acceptance and identifies and coordinates with appropriate personnel to obtain all information/documentation needed for contract closeout. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In addition to the specialized experience listed above, applicants must possess one of the following to meet basic qualifications for the 1102 series:

  • A 4-year course of study leading to a bachelor's degree with a major in any field;

or

  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
