Duties

You will serve as an Information Technology Specialist (Network Service) in the Engineering Department (Code 200), Mid-Atlantic Regional Maintenance Center (MARMAC), Norfolk, VA. You will be responsible for providing technical assistance for mission-degrading casualties or similar problems affecting assigned shipboard networking systems and frequently on Temporary Duty (TDY). You will responsible for providing technical assistance on less urgent but complex problems beyond the capability of forces afloat, intermediate maintenance activities, or repair activities to diagnose and correct. You will lead and assist organized teams composed of not fewer than five General Schedule technicians (or contractor equivalents) with responsibility for functional checkout, test, and inspection of major systems. You will perform functional checkout, grooming, adjustment, and test of new or modernized shipboard systems in a systems qualifications test environment. You will provide management advisory and technical services on substantive functions and practices.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Cyberspace Workforce position work role code (441) proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies

Qualifications

Basic Requirements: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail- IT-related experience demonstrating this competency include: Maintaining situational awareness (SA) of Network Operations connectivity requirements and capabilities as to ensure effective command and control. 2. Customer Service- IT-related experience demonstrating this competency include: Providing technical expertise concerning Navy Enterprise-wide development, implementation, modification, and management of long and short range IT planning and goals. 3. Oral Communication-IT-related experience demonstrating this competency include: Presenting reports and briefs to technical, non-technical, and senior personnel on research and development of network services. 4. Problem Solving-IT-related experience demonstrating this competency include: Resolving difficult issues and making recommendations on delivering network transport services. Experience: In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing a plan to bring equipment to an optimum state of operation using exact field measurements and findings. Experience in OSI layered protocol stacks including Transmission Control Protocol/Internet Protocol (TCP/IP), Fiber Channel, Network File System (NFS), Common Internet File System (CIFS), and Internet Small Computer Systems Interface (iSCSI). Experience in systems security certification, accreditation, and applying IT security principles and methods. Experience in the following technologies and protocols: Border Gateway Protocol (BGP), Open Shortest Path First (OSPF), Enhanced Interior Gateway Routing Protocol (EIGRP), spanning tree, Virtual Local Area Networks (VLANs), multicasting, Transmission Control Protocol/Internet Protocol (TCP/IP), File Transfer Protocol (FTP), User Datagram Protocol (UDP), Remote Procedure Call (RPC), NAT, Dynamic Host Configuration Protocol (DHCP), Domain Name Service (DNS), Windows Internet Name Service (WINS) and Ethernet. Experience in local and wide area networking principles and concepts. Experience in various networks including Ethernet and Fiber Channel. Experience in network systems design, development, testing, installation, operations, management and maintenance concepts and methods sufficient to develop and present plans for integrating new server technology into existing architecture. Experience with oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers to include the maintenance community.
