You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will analyze, evaluate, and review proposed and on-going procurements and cost and pricing data for highly complex acquisition of major systems. You will develop and present convincing oral/written presentations to all levels of government and industry. You will monitor development and acquisition activities to promote and maintain maximum coordination and integration. You will participate in and provide recommendations toward long-range planning of procurement programs and evaluate contracting instruments and advise contracting personnel on the merit of planned actions to award and administer these efforts. You will manage and/or direct subordinates in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Planning, directing and coordinating contractual and procurement policy actions involved in supporting sophisticated and technologically advanced systems; 2) Analyzing, evaluating, and reviewing proposed and on-going procurements and cost and pricing data for highly complex multi-year acquisition of major systems; 3) Developing and presenting convincing oral/written presentations to all levels of government and industry; 4) Performing a full range of immediate and intermediate supervisory duties. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
