You will serve as a SUPERVISORY CONTRACT SPECIALIST??????? of NAVAL SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will be responsible for planning, directing and coordinating contractual and procurement policy actions involved in supporting sophisticated and technologically advanced systems. You will make contractual decisions and procurement policies/procedures and recommendations. You will be responsible for acquisition programs to ensure that mission responsibilities of the command are achieved. You will analyze, evaluate, and review proposed and on-going procurement and cost and pricing data for highly complex multi-year acquisition of major systems. You will develop and present convincing oral/written presentation to all levels of government and industry. You will assign work to subordinates, provide technical oversight, develop performance plans and rate employees, interview candidates, hire, and take disciplinary actions. You will identify developmental and training needs, make decisions on technical and personnel problems, assure reasonable equity of individual employee performance objectives and ratings, and recommends performance awards.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1.) Providing expert technical leadership and consultation for procurement initiatives; 2.) Planning, directing, and coordinating contractual and procurement policy actions for technological systems and acquisition programs; 3.) Analyzing and evaluating proposed and on-going procurements and cost and pricing data for highly complex acquisitions of major systems; 4.) Developing and presenting oral/written presentations to all levels of government industry. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
