This position is located in the Colorado State Office, Northwest District Field Office in Craig, Colorado.
Duties
Lead organizational change by adapting to present economic, political, social, or technological factors.
Provide leadership to accomplish the goals for an organization.
Use persuasion to change the decision, opinions, attitudes, and behaviors of staff, higher-level management, congressional staff, internal and external customers, and stakeholders including local unions.
Collaborate with key individuals (e.g., higher-level managers, congressional staff, union officials, etc.) to implement a new controversial program or initiative.
Develop ideas, programs, etc. that have an impact on a wide range of activities within the organization.
Develop long range fiscal planning to ensure that appropriate funding levels will be available in the present and future.
Use results-oriented performance measures (e.g., quantity, cost, timeliness, quality of products or services) to support organizational goals.

- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- You may be required to travel overnight away from home up to 5 nights per month.
Qualifications
In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.
Specialized Experience GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) managing areas of strategic and workplace planning, budget formulation, and/or quality improvement initiatives; (2) reviewing, evaluating, and/or resolving problems relating to the implementation of long-term plans for programs or projects; (3) consulting with stakeholders on the prioritization and efficient use or distribution of resources; (4) developing program goals, policies, processes, or recommendations for improvement; (5) communicating orally and in writing to convey multi-faceted information and data analyses in a variety of formats (e.g., presentations and briefings).
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
