Duties

Interpreting National Environmental Policy Act (NEPA) and other environmental laws, regulations, policies, and providing training and guidance for field/district/state office. Provides interpretation of laws, regulations, policies and provides guidance, program leadership, and training for the development of resource management planning efforts. Serves as planning and NEPA technical liaison between applicable bureau offices and other entities such as the State Office. Interprets planning and NEPA laws, regulations, policies, and guidance for District/Field/State Offices and resource management programs relative to protests and appeals, administrative remedies and litigation. Prepares and monitors the planning and NEPA budget for subordinate offices and manages the planning and NEPA program, including specific document projects to ensure they are completed within the prescribed cost target. Develops planning schedules and public participation plans to guide the Field Office's planning process. Coordinates resource assessment activities to determine resource condition in advance of planning and decision making efforts. Coordinates monitoring activities to assure that decisions are being implemented and desired effects are being achieved. Assures adequate technical input of sufficient quality and quantity is provided by staff.

Qualifications

Minimum Qualifications for the 0301 series at the GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following: Experience with land use and multiple use resource management planning. Being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices. Reviewing planning and NEPA documents to ensure they read smoothly and correctly. Review of environmental documents to ensure compliance with applicable laws and regulations. Work with public land resource values, issues, or controversies. Assist in developing public land-related planning strategies and procedures. Budget and programming along with planning, professional writing, and policy development. Experience with program technical guidance along with monitoring and performing program audits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel, or dirt roads. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
