You will serve as the ITS ISEA Lab Manager in the Integrated Training Systems Division, Product Support Branch of NAVSURFWARCENACT DAM NECK VA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13/14. The salary range shown above represents all positions within the band, including high grade positions. This is not a high grade position; the salary may be limited to a GS-13 Step 10 (currently $136,323).

Duties

You will coordinate and manage the tasking and task execution of government and contract personnel in support of lab activities to complete onsite testing, hardware and software build-out, troubleshooting, and delivery to the fleet. You will ensure all processes and procedures are adhered to in accordance with cyber security regulations. You will coordinate field technical support and provide expert technical support to shipyards, Onsite Installation Coordinators (OSIC), fleet readiness teams and will provide technical assistance to the fleet. You will assist the Project Manager and Project Technical Lead in monitoring the technical health of project related tasks, activities and chair inputs to improve project effectiveness and efficiency. You will contribute to the elimination of wasteful practices and support cost savings efforts in the acquisition and management of inventory items including managing classified information, to include handling, safeguarding, and destruction. You will be responsible for the accurate and detailed posting of transactions for DOD inventory, material, and supplies and support the maximization of the use of government-owned inventory prior to seeking new commercial support. You will be responsible for integrating NSWCDD Command and Department technical initiatives and directives and support key strategic planning initiatives and thrusts. You will be responsible for collaborating with internal and external partners to ensure the project leverages technical, personnel, and infrastructure capabilities in support of project requirements. You will assist and provide input to senior engineering management team with regard to laboratory budget execution, including the development and review of task statements and spend plans. You will effectively communicate both orally and in writing to all levels of personnel and managers including program office, TYCOM and shipboard executive chain of command. You will work closely with contractors on technical issues, including defining technical requirements and monitoring technical performance. You will collaborate with military and civilian customers to determine technical requirements, plan for the development hardware requirements based upon those military requirements, and then implement and maintain the hardware systems. You will ensure that contractors deliver critical capabilities to keep programs on schedule and meet customer needs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional sea duty.
  • You will have to lift or carry objects up to and exceeding 50 pounds.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning or evaluating hardware requirements to ensure the successful implementation or maintenance of a combat or embedded training system.
