This vacancy is for a Supervisory Investigation/Compliance Specialist (Direct Hire) in the Bureau of Industry and Security within the Department of Commerce.

Duties

As a Supervisory Investigation/Compliance Specialist (Direct Hire), you will perform the following duties: Providing expert advice and assistance to the Director, Compliance and Adjudication, on designated division AOR. Discharging complex investigations/compliance responsibilities, including reviews of Reports of Findings/Investigations (ROF/ROI) from other Divisions; develops and implements significant new program strategies; analyzes key policy questions in the compliance area and makes significant agency policy recommendations and decisions; and acts as agency authority and spokesperson to other government agencies and foreign counterparts. Overseeing and managing research, analysis and compliance findings of entities and transactions related to administrative, regulatory, civil, or criminal action, including in the areas of telecommunications (including optical, wireless and wireline networking), advanced computers, computer science, software development, computer networking, information security, cybersecurity, encryption, mobile networking, satellite communication, networking infrastructure, or internet connected devices. Coordinating investigations/compliance objectives with entities under the Secretary of the Treasury, the Secretary of State, the Secretary of Defense, the Attorney General, the Secretary of Homeland Security, the United States Trade Representative, the Director of National Intelligence, the Administrator of General Services, and the Chairman of the Federal Communications Commission, and other relevant organizations. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Interpreting Federal regulations and compliance standards, policies, and programs to provide guidance in the area of technology compliance protecting data and information and communications services; Managing investigation and compliance projects; Providing recommendations to senior leadership on investigation, compliance and adjudication policies; and Collaborating with internal and external stakeholders and making policy recommendations and decisions
