The Facility Program Manager with Emergency Pharmacy Service performs routine quality assurance assessments and utilizes a technical pharmacy informaticist's understanding of databases to maintain an accurate DEA inventory and SLEP records management system. This position serves as an AHEC liaison for medical facilities/VISNS and independently serves as the primary technical expert for the Mobile Pharmacy Units (MPUs).
Duties
These major duties include, but are not limited to the following:
Ensures maintenance of the EPS computerized inventory management system.
Ensures the timely and accurate information within the inventory management system.
Serves as the emergency pharmacy specialist and management system administrator with full application control for SLEP and DEA controlled substances for the EPS program.
Sustains the maintenance and accuracy of EPS's National electronic inventory management system for EPS's warehouse, all participating medical center care facilities, and CBOCs for these specialty products.
Escalates application bugs to technical specialists and serves as a project manager for the continued reassessment of all aspects of the EPS electronic
inventory record management system in order to implement continuous process improvement projects to increase workflow efficiency.
Performs all ordering activities for the MPU formulary, DEA controlled substances, and SLEP inventory to include record management and policy development.
Provides financial forecasting for the MPU budget and continuously maintains the current inventory status in a readily available format for reporting. Serves as the administrative official of the fleet program.
Coordinates and delegates SLEP and DEA controlled substances program tasks to the EPS team, medical center care facility Pharmacy chiefs, and AHEC Pharmacy managers to fulfill the emergency preparedness initiatives of the VA.
Deploys as the primary EPS MPU technical expert and AHEC liaison on assigned missions.
Serves as the subject matter expert on all aspects of the operation and functionality of the Mobile Pharmacy Units (MPUs) to include, but not limited to, pre- and post-deployment mobilization preparation, physical assembly and disassembly, satellite linkage to the host facility, staff training, and prescription filling, dispensing, and counseling.
Performs site visits to conduct audits and inspections of cache storage areas and provides resources and guidance to ensure compliance with VHA Directive 1047.

Qualifications

Basic Requirements:
United States Citizenship: All applicants must be a United States Citizen as required by 38. U.S.C. 7402. English Language Proficiency: All applicants must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT).
Licensure: All applicants must have full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States(i.e., Puerto Rico), or the District of Columbia.
Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determination: In addition to the basic requirements for employment as described above, the following criteria must be met when determining the grade of candidates.
GS-13 Grade Level:
Experience: In addition to the basic requirements as described above, all applicants must have one (1) year of experience equivalent to the next lower grade level (GS-12).
Facility Program Manager: Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with
other medical facilities or VISNs.

Knowledge, Skills and Abilities (KSAs): In addition to the basic requirements and experience as described above, all applicants must also meet the KSAs below:
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards for their program area.
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Physical Requirements: Physical demands are moderate to heavy. Work involves various situations requiring field work that entails sitting, walking, standing, bending, lifting, pushing, etc. May exert moderate to heavy physical effort in climbing on tractors to hook up service lines, lower landing gears, and in climbing on the trailer to load or tie down cargo or to assess structural damage to satellite equipment. Often handles devices weighing up to 40 pounds and is sometimes called upon to handle objects weighing in excess of 40 pounds with the assistance of other personnel or weight handling equipment. Often called upon to perform duties in areas that require special safety precautions to avoid injury to self or others. The incumbent may be exposed to hazardous medications and contaminated environments in performing the duties required of this position, particularly on deployment in quarantined areas where pharmacy tasks (such as handling stock bottles, opening bottles to count tablets or capsules, preparation of prescriptions for dispensing, waste disposal, and spill response) may be performed.
Travel Requirements: Temporary duty (TDY) business travel assignments are required. Performs one to fourteen-consecutive day deployment trips to sites where MPUs are prepositioned to set-up and to perform periodic inspections and maintain pharmacy operations as required. Disaster/emergency deployment travel times vary based on the severity of the disaster/emergency and services required.
