The National Program Manager for Drug Accountability serves as the expert in relations with Consolidated Mail Out Pharmacies (CMOP), VA medical facilities, VISNs and National Program Managers to plan, evaluate, and direct the operation of the National Drug Accountability Database (NDAD) at the PBM Formulary Management Office. The Program Manager for Drug Accountability may be assigned other duties as deemed necessary for continuity of PBM, which serves Office of Patient Care Service needs.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties and responsibilities include, but are not limited to: This position coordinates Drug Accountability activities with the Pharmaceutical Prime Vendor and National Drug File sections of the PBM Formulary Management Office and with the Chief Information Office Field Office (CIO FO) in Birmingham, Alabama. The position also supports projects implemented and maintained by PBM which include, but are not limited to, pharmaceutical pricing legislation, the National Drug File, Drug Distribution program, Emergency Preparedness and the Outcomes Research program. Program Management: Assists in the planning, directing, coordination and implementation and maintenance of NDA program and necessary changes to the program. Coordinates the activities of NDA staff to achieve the goals of the NDA, NDF, and Prime Vendor initiatives. Analyzes and evaluates program strengths and weaknesses, identifies options for improvement, and executes the most viable option to achieve the highest degree of accuracy in drug accountability reporting and analysis within the VA system. Responsible for the analysis of data relative to drug consumption, utilization, and costs in VA installations. Identifies patterns and trends to determine appropriate, effective, and economical prescribing and dispensing of drugs. Assists the Director of the VA Center for Medication Safety in the use of NDA data to assist in carrying out the overall research objectives of the PBM. Administrative: Provides guidance and leadership regarding NDA, NDF, and Prime Vendor databases to local, regional, and national VA managers. Prepares analyses and associated briefings concerning drug accountability on a monthly, quarterly, and yearly basis for use by local, regional, and national VA Managers. Drafts and prepares white papers, directives, and other documents regarding NDA program. Works under time constraints to meet deadlines imposed by the overall goals of PBM. Prepares analyses and projections regarding drug use and procurement for facilities affected by legislation, shifts in workload, local prescribing habits, or changes in patient demographics. Corresponds with customers of the PBM Data Management Program and addresses questions, concerns, and customizations needed for the monthly reports received by the company. Optimizing of Resources: Serves as VA representative and resource person for information related to the NDA, NDF, and Prime Vendor databases and initiatives. Maintains and applies knowledge of current activities in health care management, the pharmacy industry, and the VA health care system with regard to drug accountability. Discusses interpretation of data with local, regional, and national VA managers to assure proper understanding and use of analyses and reports. Collaborates with internal and external stakeholders (e.g. CDC, GAO, 0MB, Congress and other federal and non-federal agencies) to optimize the availability and efficient use of resources and services for Veterans. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Pharmacist National Program Manager Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: provides professional management analysis and consultations to VHA offices, network and facility management concerning planning and coordination on drug accountability, pricing, formulary management and pharmaceutical outcomes and demonstrate the following Knowledge, Skills, and Abilities (KSAs): 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
