About the Position: Serve as a Traffic Management Specialist and systems functional specialist in the 599th Transportation Brigade Terminals Management Division under the Chief, Terminals Management Division and Assistant Chief of Staff Operations (ACSOPS).

Duties

Assists in the day-to-day operations of the Terminals Management Division. Develop, maintain, staff, and implement plans to ensure continued capability of the Brigade and its subordinate units to perform assigned mission in the Indo-Pacific Command (INDOPACOM) Area of Responsibility (AOR). Serve as functional analyst, coordinating with systems users to determine possible areas for improvement such as upgrading the quality of information gathered, and providing the quality of information. Develops and initiates vessel operation plans and contract specifications for loading and/or discharge of Department of Defense (DOD) sponsored cargo through commercial and military ocean terminals. Plans and reviews requirements through the deliberate planning process for development of emergency and contingency plans in the INDOPACOM AOR. Serve as the Command's hazardous materials expert for port terminal operations. Serve as functional analyst, coordinating with systems users to determine possible areas for improvement such as streamlining operations to ensure efficient use of resources.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • May be required to submit an annual financial report if appointed as a COR, Alternate COR or OO.
  • Must complete ICODES, GATES and Hazardous Materials training and certification within 12 months of assignment.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position is designated as emergency-essential (E-E). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of military operations.
  • In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. Overseas’ employees remain in place.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively, therefore, the position is designated emergency-essential.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • As a pre-condition of employment, Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, and receive immunizations appropriate for overseas location.
  • Physical examinations are also required annually to ensure employee meets physical requirements of an EE position.
  • Incumbent may be required to take part in readiness exercises and training.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. (See Dodd 1200.7, Dodd 1404.10, Dodd 1400.31, Dodd 1400.32; and AR 690-11.)
  • Temporary duty (TDY) business travel to worldwide locations is required less than 25% of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Planning and EvaluatingTechnical CompetenceTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
