This position is located in the Purchased Referred Care (PRC) Department at the Claremore Indian Hospital, Claremore, OK. The incumbent is responsible for the management of the PRC program, including supervising, analyzing, developing, implementing, evaluating, advising, and coordinating program activities related to referral care, third party resources, and contracting activities. The position reports to the CIH Administrative Officer.
Duties
Supervise and coordinate the functions and staff of the Purchased Referred Care (PRC) Department, such as the review committee processes, obligation of referral payments, communication with vendors, and creating and issuing purchase orders.
Provide technical assistance to management, medical providers, patients, and other facility personnel in regards to the PRC Department or processes.
Establish and maintain working policies and procedures for the PRC program.
Develop necessary liaison and agreements with Federal, State, Tribal, and other agencies relative to Medicare/Medicaid, AHCCCS, and other clinical departments of the Claremore Indian Hospital (CIH).
Coordinate PRC services as they relate to Health Records, Nursing, and other clinical departments of CIH.
Evaluate and arrange for training needs of PRC staff, personally conduct or participate with the orientation of new staff members and employees on management matters, PRC duties and responsibilities, and PRC rules and regulations.
Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR):
In order to qualify for this position, your application must demonstrate that you meet at least one of the following Individual Occupational Requirements:
Education:
Completion of an undergraduate or higher level degree that includes a major of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience:
Progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. This work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Special Provision for In-Service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and include:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupational Requirements, you must also meet the Minimum Qualifications for this grade level, as stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: Analyzing, developing, implementing, evaluating, advising, and coordinating program activities related to contract care, third party resources, and contracting activities to provide comprehensive purchased and referred care services.
Supervisory Abilities:
This is a supervisory position, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
