The Supervisory Administrative Officer (AO) is the direct supervisor of one Program Secretary (GS-7), and five Business Office Program Specialists (GS-9/11). The position functions as the AO supporting BOSS senior leadership with the implementation of rules, guidelines, and policies/directives given by National Program Offices.
Duties
Major duties include but are not limited to:
Directs the personnel management program for Business Office Support Services, Performing and overseeing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations.
Recommends appropriate staffing levels and types of positions needed to provide cost effective manpower utilization that is consistent with program objectives, quality health care, and sound position management.
Provides liaison between the BIM and the various section chiefs to advise and assist on the processes and procedures of performance management, incentive awards, suggestion programs, and other productivity measurements and improvement programs.
Serves as a BOSS representative to Human Resources Management Service on personnel issues requiring a substantial practical knowledge of Title 5 employee relations.
Reviews Health Administration Service appointments, promotions, incentive awards, disciplinary and adverse actions, job classification, and separations to ensure technical accuracy, completeness, and consistency with the service's mission and objectives, as well as compliance with VA regulations.
Gathers data and performs analysis and interprets policy and procedural information in order to give advice and guidance and to make decisions or recommendations.
Responsible for all administrative aspects of BOSS and is authorized to represent the Business Implementation Manager, when coordinating and/or directing the completion of administrative matters with clinical and administrative services.
Provides guidance and instruction to Section Chiefs to effectively implement policies and procedures in accordance with established guidelines.
Assign work to subordinate based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of the employee.
Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Authorized approving official for orders for supplies and services for designated staff both within and outside BOSS. He/she exercises authorizations for obligation and expenditure of funds.
Research problems that impact the quality and efficiency of Business Office operations. He/she discusses problem areas with personnel concerned to identify and implement remedial action to be taken.
Ensures data is being captured and reported accurately and appropriately. Analyzed utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and recommend appropriate actions and/or alternatives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday. Hours of work can be negotiated within the hours of 7:00am - 5:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level and for the GS-12 position, you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Direct personnel management programs, review data specific to health administration and ensures that all data is being captured accurately and appropriately, work with Human Resources, and provide administrative support to senior leadership. OR;
Education: Must have completed 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to this position. Or LL.M if related to the position.
GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Direct personnel management programs, review data specific to health administration and ensures that all data is being captured accurately and appropriately, work with Human Resources, and provide administrative support to senior leadership.

Physical Requirements: The work is primarily sedentary; although assignments regularly require visits to other BOSS areas and other services throughout VISN 19. Position may require occasional travel.
