Duties

This position serves as the Deputy State Director, Division of Support Services for BLM Utah. The incumbent will plan, manage, and direct complex administrative, professional, and technical work, including but not limited to: Serves as a principal staff advisor to the State Director (SD)/Associate State Director (ASD) for all statewide administrative and support service programs and functions. Serves as a BLM official or representative in place of the SD or ASD to other organizations on matters relating to support service programs under the jurisdiction of the BLM Utah State Office. Serves as a member of the Utah Leadership Team effecting decisions that cross a broad spectrum of statewide program activities and/or policies. Provides national policy interpretation, develops statewide policy, and makes recommendations on short and long-range administrative and support service initiatives. Provides overall direction and vision to direct reports and subordinate supervisors on a wide range of functional and administrative issues; balances the Division?s needs with overall mission requirements and resource interests. Utilizes analytical expertise, judgment, teamwork, and other managerial skills available to streamline and shorten procedures and meet legal requirements and statewide business requirements. Approves and coordinates development and maintenance of strategies, goals, performance measures, and annual work plans (AWP) in accordance with directions and funds provided. Assures analysis of program budget submissions and development of AWP and long- range program allocations in consultation with other Divisions, District, and Field offices. Reviews, revises, and establishes mission objectives and organization design to eliminate barriers in creating an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Establishes, develops, and maintains effective working relationships with other management officials within the Department of the Interior (DOI), BLM and other federal, state, tribal, and local entities.

  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for GS-14 level, you must meet the following: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: serving in a leadership or supervisory role, gaining substantive experience in administering one or more of the following major administrative and/or support services areas: human resources management, budget, procurement, grants management, management and program analysis, records management, Freedom of Information Act, Privacy Act, travel management, mail management, property, supply, fleet, building, facilities, and/or space management, engineering, construction, physical security, and safety and occupational health; gathering, organizing, analyzing, and relaying data to be used for recommendations in reports, policy briefings, problem solving, etc., in a clear and comprehensive manner; and experience carrying out complex assignments in a highly collaborative manner, frequently involving multiple internal and external groups and teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is sedentary, although there is some walking, standing, and bending required to personally coordinate with other offices, pick up supplies, and maintain office files. Work Environment: Work is typically performed in an adequately lighted and climate controlled office.
