The Bureau for Inclusive Growth, Partnerships, and Innovation/Innovation (IPI), Chief Artificial Intelligence (AI) Officer (CAIO), is located at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.

Duties

The Bureau for Inclusive Growth, Partnerships and Innovation (IPI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID's Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

Eligibility for this position will be based on a clear and comprehensive response showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the assignments of the position. Additionally, applicants must possess the essential skills, knowledge, and abilities listed in the Technical Qualifications below. To qualify, candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have the required experience at a senior level (normally equivalent to the GS-15 level in the federal government or equivalent) in the following job-specific Technical Qualifications. This vacancy requires that you MUST submit a narrative response to the Technical Qualifications statements below. To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below. TECHNICAL QUALIFICATIONS - MANDATORY You will be evaluated on the following Technical Qualifications: TQ1 - Experience in leading and administratively overseeing AI, data science, applied machine learning, deep learning, large language models, generative AI, AI ethics, and interdisciplinary programs or initiatives with a focus on international development, humanitarian assistance, AI's impacts on digital ecosystems. Experience overseeing business processes, such as staffing, skilling, procurements, multi-year budgets and resources allocations that advanced Global AI initiatives, broad policy agendas and achieve objectives. Served as an organizational representative on a national and international level. TQ2 - Senior leader level experience with industry standards relevant to AI, such as data governance, cloud platforms, cybersecurity and privacy paradigms, and ongoing evolution of the sociotechnical dimensions of AI. Knowledge of structured query language (SQL) and/or similar database management systems. Knowledge of global AI governance efforts, including at the local, national, and international levels. Understanding of AI-related organizational budget implications. Experience with AI programs across development and humanitarian assistance serving developing countries preferred. TQ3 - Experience in leading change management (principles, processes, behaviors, and skills) for AI across operating units and engaging with diverse stakeholders, both internal and external, including the ability to guide, facilitate, resolve, act, and communicate solutions.
