Duties

This position is located at Department of Commerce OIG, Office of Administration - Office of the Chief Information Officer. You will serve as the Chief Information Officer (CIO) and Director of Information Technology by administering a full range of information technology and administrative management functions. For this position, Commerce OIG offers a Cyber Pay retention incentive of up to 10% of base salary per year to be paid bi-weekly after 3 months of employment. As a Chief Information Officer, you will: - Plan and manage a variety of IT projects by ensuring the integration of IT programs and services; develop solutions to integration and interoperability issues throughout the OIG and in coordination with departmental IT systems. Evaluate the feasibility of adapting new methods to enhance customer satisfaction; and apply new developments to previously complex unsolvable problems. - Direct and oversee government and/or contractor staff in establishing and maintaining a modern computing environment for OIG employees; design, develop, manage, and enhance highly efficient and reliable computing, network, e-mail, and data backup systems that respond to OIG's business requirements; evaluate the need for hardware/software replacements or upgrades to meet current and future requirements; acquire, install, test, and accept IT equipment and software; manage IT assets (hardware, software, and software licenses); and deliver IT technical support and assistance to the OIG Headquarters and field offices. - Provide leadership, direction, and supervision to a staff of IT Specialists in developing and administering a comprehensive information security program for OIG that provides reasonable assurance that adequate safeguards are in place to protect the integrity, confidentially, reliability, and availability of OIG's data, automated information systems, hardware, software, and networks. - Plan and schedule work to be accomplished by subordinates and assign work both verbally and through various automated work management programs, based on priorities, difficulty, requirements, and capabilities of subordinates. - Represent the Inspector General and OIG at meetings and conferences with high-level officials of the Department, other federal agencies, state and local organizations, and private sector groups to present OIG policies and positions, and to discuss, debate, negotiate, and resolve difficult issues related to assigned duties and responsibilities.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Applying strategic planning principles to ensure that agency vision or agenda translate into measurable goals and objectives. Preparing long-range mission goals and ensuring cooperation and compliance with an agency or organization's information technology initiatives; AND - Directing, managing, and supervising the work of subordinate IT staff and project teams and maintaining accountability and oversight of assigned projects; AND - Developing and interpreting policies and guidelines, and providing technical expertise, guidance, and consultation to senior agency officials; AND - Analyzing and developing IT solutions to enhance organizational process and operational efficiencies in an automated environment. In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
