This position is located in the Small Business Administration, Office of Human Resources Solutions (OHRS), National Labor Relations Division (NLRD), in Washington, DC. The incumbent provides labor relations (LR) expertise, and support to the Agency leadership, supervisors and managers, and manages SBA's labor relations program. Develops and implements NLRD policy and procedures, provides management advisory services, training and evaluates program office activities relative to the NLRD mission.
Duties
As a Human Resources Specialist (Labor Relations), GS-0201-14, you will be responsible for:
Providing expert guidance and consultative services on all federal labor relations programs and services including grievances, contract interpretation, negotiations, and unfair labor practices.
Negotiating new policies, collective bargaining agreements and settlements with union representative on Agency-wide/Headquarters labor relations policy issues of a routing and extremely sensitive and controversial nature.
Conducting research of laws, case decisions and other pertinent resources to prepare correspondence, briefs, statement of position and other documents in support of the Agency's position in such litigative proceeding.
Developing policy frameworks, metrics, programs, and activities related to the present and future labor relations, and key performance requirements.
Collaborating with HR professionals; represent Small Business Administration (SBA) at conferences with other government agencies, external meetings, etc.
Requirements

Qualifications
Specialized Experience for GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector:
analyzing, interpreting, and applying complex legislative and regulatory policy to develop comprehensive plans of action and policies and procedures in support of management positions; and
providing expert advice to customers at all levels on routine and complex labor relations matters; and
participating in third party proceedings, litigation and hearings; and
engaging in negotiations to include participation in cases before the Federal Service Impasses Panel (FSIP).
