This position is located in the Department of State (DOS), Bureau of Global Health Security and Diplomacy (GHSD), Office of the Executive Director (EX). The Human Resources Officer (HRO) manages employee relations, labor relations, performance management, and awards programs, leave administration and all aspects of Federal discipline matters, including developing policies and procedures required for administering a fair and objective employee discipline program for the Bureau.
Duties
Coordinates HR actions and tasks other support offices and shared service providers and tracks completions of tasks necessary to ensure personnel actions are completed to meet timelines in support of the policy priorities of the senior leadership.
Leads the effort to develop the GHSD Strategic Workforce Plan that addresses current issues and anticipates and resolves future requirements.
Participates with senior management in the strategic direction of human capital functions to include compensation, position creation and classification, benefits, employee and labor-management relations, performance management and awards.
Exercises the following supervisory duties and responsibilities: plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience directing, providing oversight, consultation and advisory services on at least four of the following: workforce planning, position management and classification, staffing and placement, awards, employee and labor-management relations, employee relations, performance management, payroll, and benefits.
Experience planning, reviewing, evaluating, developing, and executing human resources policies, guidelines, and standard operating procedures related to recruitment, staffing and programs.
Experience providing technical and administrative direction and recommendations on human capital resource issues and the implementation of policies and programs.
Experience preparing complex technical and factual data and analysis to senior management officials related to recruitment, staffing and program activities.
There is no substitute of education for specialized experience for the GS-15 position.
