Duties
Collaborate with internal and external contacts at various levels to provide information and recommendations on civil works planning matters.
Coordinate work activities and/or reconcile technical differences of opinion that may require negotiation and compromise.
Coordinate with scientific, technical and/or administrative staff to enhance their abilities to conduct various aspects of civil works planning while maintaining balance to meet customer expectations.
Plan, organize and/or coordinate on a wide range of complex issues such as projects, studies, or staffing issues related to the organization.
Use knowledge of civil works planning, principles, and procedures to produce planning documents in accordance with regulations, directives, and legislation.
Identify schedule risks in coordination with study team and develop recovery actions to meet scheduled commitments.
Assess missions and functions to identify core capabilities that are essential in meeting command responsibilities.
Explain objectives, theories, methods, techniques, and goals to be attained to determine measures to be taken to promote achievement.

- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1) Reviewing and evaluating policies, programs, and procedures to determine efficiency in accomplishing objectives and goals, 2) Identifying and determines corrective course of action on various complex issues, 3) Developing organizational strategy and goals based on continuous observation and analysis of assigned functions, and 4) Preparing written reports and/or various planning documents on existing and proposed projects/programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
