The incumbent serves as the Field Office Manager (FOM) of the New Orleans Field Office, and reports directly to the Field Management Division (FMD) Director within Federal Grain Inspection Service (FGIS). The New Orleans Field Office is the largest Field Office within FGIS and is responsible for grading, weighing, and certifying all grain and related exported products that move through Mississippi River export locations.

Duties

The duties may include, but are not limited to: The incumbent recommends to the Director, revisions, modifications, new program policies, or procedures for conducting inspection activities. The FOM participates fully in directing and coordinating a nationwide program to provide for the administration and enforcement of the USGSA and the permissive inspection of commodities under the AMA. The FOM independently formulates and implements organizational changes necessary to ensure that New Orleans Field Office operations are cost effective and efficient. The incumbent works closely with members of the grain industry to negotiate implementation of in-house automated equipment. Ensuring the long-range viability of the New Orleans Field Office by building and maintaining a strong and knowledgeable staff; accurately forecasting expenses and revenues. Directing and coordinating the assignment of inspection and weighing personnel based on the daily workload and the anticipated seasonal movement of grain and commodities. Identifies, schedules, and provides training for all official personnel through officially established procedures. Assures that the official certificates covering inspection, weighing, and other services are prepared and issued to members of the grain industry in a timely manner. Serves as a responding management official in Equal Employment Opportunity complaints and Alternative Dispute Resolutions.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Plans, develops and implements processes and procedures associated with grain inspection and marketing. Manages budgets or projects with multiple people or groups in excess of $500,000. Manages a large, diverse organization with multiple teams or branches. Establishes performance metrics and take action on misconduct or performance issues. Represents the organization to internal partners, external industry contacts, and the general public in order to explain, justify, and negotiate the organization's policies and decisions. Applies Federal law, regulations, policies, and procedures in technical and legal context to identify, analyze, and control sensitive, critical, and political issues/concerns. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
