You will serve as a SUPERVISORY PROGRAM MANAGER in the Test Engineering and Planning Division (C/121), Ocean Engineering Department (C/120) of PSNS and IMF.
Duties
You will be the primary point of contact for the Ocean Engineering Project Engineers and Chief Test Engineers of all Ocean Engineering availabilities and associated work.
You will be responsible, through subordinates, for planning, directing and conducting all structural mechanical, electrical, and electronics systems, subsystems and component testing for assigned tasks.
You will assure that advance planning, testing and final certification are accomplished by the Shipyard in a timely and professional manner to support deployment schedules and requirements.
You will establish and revise division and program objectives, including managerial and technical considerations.
You will plan, schedule, and forecast the division's workload.
You will monitor the planning and execution of work assigned to the division, including committing the test branch for test program accomplishment.
You will lead a diverse team of engineers and engineering technicians with experience in project engineering and testing.
You will analyze a variety of engineering planning and testing scenarios to ensure subordinates are meeting the department intentions and requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector executing and advising on program development, processes, and methods as it relates to funding, advance planning, production work, testing projects, and performance measurement to improve program effectiveness and efficiency within an industrial shipyard.
