You will serve as a PROGRAM MANAGER, Chief Learning Officer/Head Command University Division within the Executive Director's Office of PSNS and IMF.

Duties

You will supervise, direct, and coordinate a staff of Education and Employee Development Specialists/Technicians, as well as Strategic and Competency Managers. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will independently prioritize, synchronize, and integrate leadership, employee development and talent management strategies, requirements, policies, and processes. You will direct, conduct and evaluate studies to develop improved processes and methods for leadership, employee development and talent management programs. You will provide guidance for change and improvement in educational venues, curriculum, inclusion of online education and/or other distributed learning model and accreditation are successful.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating programs related to leadership, employee development or talent management to identify issues and make recommendations to improve program effectiveness and efficiency. Examples of qualifying experience may include but are not limited to; providing learning strategic management, developing and implementing learning methods and concepts, or providing leadership in learning organizations.
