The employee will serve as the Supervisory Mobility Transportation Specialist at the VA Portland Health Care System, in Portland, OR. The primary purpose of this position is to manage the Veteran Transportation Program, which includes Beneficiary travel/Special Mode Transportation; Veterans Transportation Service and Highly Rural Transportation Grants.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Supervises designated/assigned staff and performs/coordinates personnel actions. Manages transportation program and services in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel. Assures efficiency and customer satisfaction, including scheduling of activities, daily monitoring of operations and measuring the outcome of services. Identifies resources (funding, equipment, facilities) required to support varied level of program operations, including community, regional, state and other federal transportation programs and resources. Develops, analyzes, advises on or improves the effectiveness work methods and procedures. Interprets and implements policies and procedures pertaining to transportation among the multiple programs. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required at the level to ensure compliance. Develops the knowledge and demonstrates the skills to function as the beneficiary/patient transportation expert. Prepares graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed. Reviews all patient transport data, vehicle operations, mileage and maintenance, outpatient data relative to no-show rates, cancellation rates, patient waiting times and appointment delays. Conducts special cost benefits analyses and evaluations of various modes of beneficiary transportation, including special mode, ambulance, contracted, donated/collaborative, etc. Monitors budget allocation and execution to ensure that operating program objectives are met. Performs other related duties as required. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm Recruitment & Relocation Incentives: Not authorized.

SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: managing a transportation program; monitoring daily operations; reviewing administrative audits; performing reviews of transportation activities; monitoring budget allocation; conducting cost benefits analyses; preparing performance improvement reports and management briefings; and reviewing all patient transport data and vehicle operations. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., with a major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
