Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Underwriter, you will: Serve as a technical resource staff person for the Underwriting Branch Chief , to provide advice and guidance on non-complex underwriting matters pertaining to statutory and regulatory requirements and other administrative directives. Many of the following duties may be performed under the oversignt or with the assistance of senior staff: Assume responsibility for each assigned project's overall application, processing, construction, closing, management control, coordination and execution in accordance with HUD's published guidelines and guidance. Implements team decisions, applicable regulations and policy in the development of the project. Negotiate and integrate all agency functions including underwriting, planning, design review, cost engineering, appraisal, credit evaluation and approval, loan closing, construction, start-up and long term management systems and sponsor/customer needs. Create a plan that integrates schedules and criteria, and establishes the participating parties' assumptions and risks, contingencies, and performance measurement criteria. Maintains the individual project timelines as they relate to the management plan goals. Participate in timeline programming decisions affecting long and short range courses of action for assigned projects. Provide input to Asset Management on operating budgets related to projects assigned. Serve as a point of contact for projects assigned with senior HUD management, the sponsor, representatives of other Federal, state and local government agencies, and other external organizations. Provide leadership for, and if necessary performs the duties of junior staff. Provide transactional leadership for technical staff; Under the oversight of senior staff, Assist and advise lenders and other professionals in structuring transactions so as to meet HUD and FHA financing requirements. Arrange and conduct initial Concept Meetings with prospective FHA lenders and owners of multifamily properties, lead discussion of all FHA insurance underwriting considerations, including the location and nature of the project, the timing constraints of other financing commitments, the qualifications and good standing of the owner, lender, and other key parties involved, etc. Identify possible obstacles to the use of FHA insurance programs, proposes solutions with respect to structuring of financing, and identify the most appropriate FHA program for the project, if any. Describe HUD's review process if FHA insurance is workable and develops preliminary processing timeframe with lender and owner. Program Office Statement: The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: - Utilizing a range of concepts, principles, and practices for refinance, and acquisition or construction loans for multifamily properties (5 or more units) such as: rental apartment or multifamily cooperative buildings with features such as commercial space, condominium space, age-restrictions or sites with environmental concerns; AND - Interpreting and communicating laws, regulations, policies and procedures of mortgage insurance programs; AND - Providing technical advice and policy guidance on multifamily development financing and underwriting related issues. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. A combination of the following: more than 2 full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, if related, and experience, may be used to meet total qualification requirements For the GS-9, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes: - Interpreting and communicating policies or procedures of real estate financing programs; AND - Utilizing a range of concepts, principles, and practices to refinance, originate, or underwrite multifamily properties. OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.; in order to be qualifying, education must be in a related field. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. A combination of the following: more than 1 full year of progressively higher level graduate education, if related, and experience, may be used to meet total qualification requirements. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11 you must have been at the GS-9 level for 52 weeks. For the GS-9 you must have been at the GS-7 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
