This position is located in the National Environmental Satellite, Data, and Information Service (NESDIS), National Center for Environmental Information (NCEI), Climate Science & Services Division (CSSD), with one vacancy in Asheville, NC.

Duties

As a Management and Program Analyst, you will perform the following duties: Provides program management of contract and procurement activities; analyzes and evaluates the effectiveness of program operations; identifies and implements opportunities to streamline processes and procedures; advises on complex program issues with mission impact; advises management on program and operations effectiveness. Leads cross-organizational communication related to project and initiatives; manages and communicates project requirements; ensures that the products delivered are fully understood by the other organizations whose activities are interdependent on these deliverables; provides reports on budget, actual costs, and performance metrics to external organizations as required. Independently addresses minor project issues; projects the potential effects of actions on viability and attainment of program objectives; advises management with recommendations on various methods and procedures to meet project goals.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 (GS-13/14) grade level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Providing project management support to include the evaluation of program efficiency, areas of improvement and best practice solutions; Leading interdisciplinary teams to meet organizational deliverables; and Authoring presentations or briefing materials to advise program stakeholders on key developments regarding the organization's goals and objectives.
