The primary purpose of this position is to serve as the expert financial specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM), and cost scheduling.
Duties
Provides financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc.
Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds.
Responsible for all aspects of the formulation, development, and, execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.
Assesses, analyzes, and evaluates contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions.
Represents the organization at all levels within the government and at contractor/industry sites. Participates in conferences and meetings to deliver presentations on program status, accomplishments, challenges encountered and anticipated, program requirements, and the integration and advocacy of program objectives.

- This position requires a Business Financial Management (K), Practitioner Level 2 acquisition certification. The selectee must meet, or be capable of achieving acquisition certification within 60 months after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
- This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act. Incumbent shall comply with the requirements of this certification program.
- Incumbent may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually.
Qualifications

Administrative and Management Positions
In addition to meeting the above, to qualify for this position you must also meet the specialized experience listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience is providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM), and cost scheduling.
EDUCATION: A bachelor's degree in business administration, economics, finance, or other related field is highly desirable. An advanced degree in a business-related field is also desirable.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of knowledge in directing, developing, planning, coordinating, and evaluating agency-wide aerospace and other related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options. In-depth knowledge of advanced statistical techniques, applied mathematics, and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar technical interdependencies.
Mastery of knowledge of the financial environment including other service agencies, research organizations, private industry, and particularly other Air Force and DoD cost analysis organizations is required. This includes the knowledge of both federal government and private industry data sources and data utilization.
General knowledge in accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractor obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information.
Ability to communicate effectively, both verbally and in writing.
Ability to manage several projects simultaneously.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
