The primary purpose of this position is to serve as a second level supervisor executing managerial authorities as the Comptroller for a tenant wing organization. Plans, directs, organizes, and exercises control over the function through subordinate supervisors. Financial management activities primarily involve financial analysis, reporting, auditing, and quality assurance
Duties
As the wing Comptroller and Financial Management Director; plans, organizes, and manages the activities of the office and serves as the primary civilian advisor to the Commander on all financial programs.
Exercises supervisory personnel management responsibilities.
Leads and manages the completion of special projects, initiatives, assignments and represents the Wing with a variety of MAJCOM, HAF and functional area organizations.
Conducts managerial and financial reporting on the financial posture of the Wing and serves as the Wing's focal point and advocate for all Financial Improvement and Audit Readiness (FIAR) activities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes using subordinate supervisors to direct and oversee the work of the organization; plans work to be accomplished by through subordinate supervisors, sets and adjusts short-term and/or long-term priorities, and prepares overall plans/schedules for accomplishment of objectives. Makes decisions on work problems presented by subordinate supervisors. Makes or approves selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory/lead positions. Assures reasonable equity of performance and rating techniques; evaluates subordinate supervisors or team leaders and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors. Recommends awards or bonuses for supervisory and non-supervisory personnel and changes in position classification, affirmative employment, and employee and labor management relations, subject to approval by higher level officials, supervisors, or others. Hears and resolves grievances or serious employee complaints and reviews and approves disciplinary actions. Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the organization. Finds and implements ways to reduce significant bottlenecks and barriers to production. Promotes team building, and/or improves work practice. Exercises significant responsibilities in dealing with officials of other units or organizations and in providing advice to management officials; and approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of multiple programs and related services including finance, accounting, budget, cost analysis, auditing, and/or management functions.
Knowledge of a wide range of cost and economic analyses principles, techniques, and practices, especially activity based costing and management of operations and support functions.
Skill to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve complex financial and funding problems.
Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
Skill to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial management processes and actions.
Ability to plan, organize, and direct the functions and staff of the organization; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
