The primary purpose of this position is to provide financial management expertise for major acquisition decisions; solving difficult/complex financial management problems; directing financial management activities; and developing, recommending and implementing policies to achieve program objectives.

Duties

Provides financial management expertise, technical advice and guidance and leadership in performing a broad and extensive range of financial management programs. Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting and status of funds. Responsible for all aspects of the formulation, development and execution of budgets, financial plans, and multiyear programs required to properly fund and meet program resource requirements. Assesses, analyzes and evaluates contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions. Represents the organization at all levels within the government and at contractor/industry sites.

  • This position is designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements
  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing complex research to obtain cost, schedule, and performance data for use in reports to management; preparing and justifying the budget for assigned program areas; analyzing or interpreting financial data or related information to incorporate into decision support deliverables, directing, developing, planning, coordinating, financial management expertise for major acquisition decisions; solving difficult/complex financial management problems; directing financial management activities; and developing, recommending and implementing policies to achieve program objective. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of directing, developing, planning, coordinating, and evaluating agency-wide aerospace and other related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options. Mastery knowledge of advanced statistical techniques, applied mathematics and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints and similar technical interdependencies. 2. Mastery knowledge of the financial environment including other service agencies, research organizations, private industry and particularly other Air Force and DOD cost analysis organizations is required. This includes the knowledge of both federal government and private industry data sources and data utilization. A bachelor's degree in business administration, economics, finance or other related field is highly desirable. An advanced degree in a business-related field is also desirable. 3. General knowledge in accounting, procurement, business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements and contractual obligations to the extent they affect cost. Awareness of engineering disciplines in sufficient detail to allow effective interchange of information. 4. Ability to communicate effectively, both orally and in writing. ???????5. Ability to manage several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
