As a Launch Vehicle (LV) Structures/Fracture/M&P Systems Lead responsible for resolving challenging problems on LV structures, fracture, and M&P systems which require versatility, innovation, and development of alternate solutions to resolve complex technical problems. Advises CCP Management, and key personnel, working with other federal agencies and private industry, to resolve and track complex and controversial problems associated with performance, safety, risks of the CCP LV Systems.

Duties

Responsible for providing leadership and technical expertise to the Program in the development, production, and operations of Structures/Fracture/Materials and Processes launch vehicle systems. Responsible for consistent assessment of Commercial Partner’s (CP) implementation of Structures/Fracture/Materials and Processes launch vehicle system approaches, risks, and schedules. Work with LV system experts, Certification and System Office Managers to evaluate performance, safety and technical risks associated with Structures/Fracture/Materials and Processes vehicle design, development, test, evaluation, and certification. Assist in developing and deploying technical management systems integration, technical engineering operations management, configuration management, and activities related to flight hardware production and ground processing and integration. Advise, coordinate, monitor, maintain surveillance over, and perform work in several phases of technical and resources planning and programming. Provide expertise in development efforts for long-range Commercial Crew Program planning which include assessing vehicle design definitions as they relate to NASA certification for commercial crew transportation system (CTS) to low earth orbit. Provide technical review and launch vehicle systems evaluations of CP Structures/Fracture/Materials and Processes design, development, test, production, certification, and operational plans against CCP requirements to meet Program objectives. Coordinate with other NASA Centers, NASA Programs, Government Agencies (such as FAA, U.S. Space Force, etc.), CCP Program Offices and within the LV Systems Office to define content, cost, schedule, deliverables, and services. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading the human space flight system development for launch vehicles, integration, test, and verification practices; or safety and reliability principles; or certification concepts, supporting standards for test and verification; Utilizing systems engineering, systems analysis, space systems design, and/or space flight operation in areas such as conceptual definition, design optimization, development, and certification of Commercial Crew Projects; Providing oversight for the NASA engineering requirements for the development of aerospace vehicle and spacecraft concepts. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
